SkillSelect – Rankings and Invitations explained

In our previous blogs, we discussed SkillSelect and changes to our Skilled Migration Programs.  You can view our previous blogs here.

 We will now look at what happens after you submit an EOI using SkillSelect.


The below diagram displays the SkillSelect process:

How will you be ranked on your EOI?

Your ranking will be calculated based on the information you provide in your EOI.  EOIs are ranked using points achieved on the skilled migration points test.  A prescribed pass mark will be set as the minimum points score required for each visa category.

Ranking will be conducted electronically by SkillSelect with no intervention by the department. Equally scoring EOIs will be separated by time of submission with earlier submission dates ranking more highly.

After submitting your EOI, you can view your point score; however you will not see your ranking because it will be continually changing.  After each invitation round we will publish on our website the lowest score of a successful EOI for each occupation group.  This will provide an indication of the score required to receive an invitation.

You can update your EOI at any time until you receive an invitation or your EOI expires.  If you provide new information that changes your points score, SkillSelect will update your ranking automatically including your date of submission.

You should understand that if you provide false or misleading information on your EOI this will subject you to the Fraud Public Interest Criterion - PIC 4020.  If it is established that you have provided false or misleading information including to third parties such as approved English language testing providers, assessing authorities, State/Territory governments etc, and your visa application may be refused.  You may also be subject to a three year bar which may prevent the grant of a further visa that is subject to assessment under the Fraud PIC.


How do you receive an invitation?

 Selected EOIs will be invited periodically to lodge an application.  Depending on your visa preference/s, you could receive an invitation from the department for independent migration, family sponsored or from a State or Territory government for State/Territory sponsored or Business Skills migration.  SkillSelect won’t issue invitations for any other migration programs.


Independent Migration and Family Sponsored Migration

It is proposed that SkillSelect will automatically issue invitations once per month, with the first round of invitations sent on 1 August 2012.  Invitations will be issued to the highest ranking EOIs in descending order, subject to occupation ceilings.  The date and time of submission may be used to separate those who score equally to ensure that the number of invitations issued at any one time matches both the number of visa places and the processing resources available.  Those who don’t meet the pass mark or don’t score highly enough in a particular invitation round will not be issued an invitation.  Departmental officers are not involved in the selection process.

Occupation ceilings are a limit on how many people are selected for points tested migration from an occupation group.  This will ensure that these visa categories are not dominated by a narrow range of occupations.  Once the limit is reached for a particular occupation group, no further invitations for that group will be issued in that program year with remaining program places allocated to other occupation groups even if they are lower scoring.  In the event that the ceiling is reached remaining EOIs from people with skills in that occupation group won’t be affected.

2.         State or territory government and employer sponsored visas

State and Territory government representatives will search SkillSelect for prospective people to sponsor.  State or Territory governments will be able to nominate prospective applicants at any time using SkillSelect (in accordance with their agreed State Migration Plans and subject to occupation ceilings not being reached).  Those nominated will receive an invitation through SkillSelect to apply for a visa.

What happens next?

 Invited applicants will have 60 days to lodge a visa application using the department's electronic lodgement system.  The visa application process will occur outside of SkillSelect.

If you receive two invitations in SkillSelect but do not lodge a valid visa application as a result of these invitations, your EOI will be removed from the SkillSelect database and will have to be formally resubmitted to be considered for future invitation rounds.

If you do not receive an invitation, it is proposed that your EOI will remain active in SkillSelect for 2 years.  You will have the option to renew your EOI if it expires.

Hi Miranda,

thank you for this crystal clear explanation of EOI system.

DIAC will assign quotas for an occupational group and will run invitations on monthly basis for 2 years for an application. As I understand, DIAC may lower the requirement for a group until particular quotas are reached. Are these quotas going to be per occupation or per occupational group? If a group, what is meant to be a group? Are these quotas going to be divided per month as will the invitation occur? Or is there a possibility to exhaust the quota for a particular group during first invitation?

I am also interested if there is any plan to change SOL after this system is implemented on 1.7.2012?

My last question is how are these quotas are going to be designed to accommodate current pending applications. As I understand, GSM quotas by DIAC are set only for independent and state sponsored applications. Can you indicate what portion of current and pending applications will take part in next financial year program and how much will be assigned to new EOI applications?

Hi Mick - hopefully the below will answer your questions.
The occupation ceiling will be based on occupation groups. By group, we are referring to the 2 digit or sub major groups of occupations. We have a diagram of the ANZSCO structure on our website or you can visit the ABS website for more information.

The occupation ceiling will apply from the first invitation round and not divided equally over the program year. Therefore, the occupation ceiling for particular occupation groups could be reached early in the program year depending on the EOIs submitted in SkillSelect.

The Skilled Occupation List (SOL) is reviewed annually by Skills Australia, any updates will be published before the implementation of SkillSelect on 1 July 2012.

At this stage, we are unable to provide any detail about the allocation of applications lodged before 1 July 2012 and those after the implementation of SkillSelect. The allocation will depend on a number of variables, such as the agreed skilled migration program levels for 2012/13 year and the number of applications lodged prior to 1 July 2012 that have not been processed.

I have two questions:1. Is a pre-set minimum mark requirement(for example:65 points) for all applicants to lodge EOIs?2. When will DIAC publish the exact numbers of occupation ceilings for each occupation?

Hi Dong

You will be able to submit an EOI even if you do not meet the points pass mark (http://www.immi.gov.au/skilled/general-skilled-migration/points-test.htm) and then update your EOI with any changes to your points test score. You can do this any time before receiving an invitation and SkillSelect will automatically adjust your ranking. However you need to at least meet the pass mark to receive an invitation to apply for a points tested visa.

The occupation ceilings will be set after the announcement of the updated SOL and migration program levels for the 2012/13 program year. Therefore, you could expect to see what the occupation ceilings will be set at in June 2012.

From my understanding, there is no minimum pass mark requirement to submit EOIs, but there is a minimum pass mark to receive invitations, even though there are high occupational places left in some occupation groups in the end of the migration program year, applicants of these occupation groups are still need to meet minimum pass mark. One of my questions is that what will DIAC deal with these high occupational places, would DIAC lower the minimum pass mark for these occupation groups?
The second question is that the current pass mark is 65 points, according to DIAC's statistics of applicants after the new points test applied ,will the minimum pass mark for SkillSelect be still set at 65 points or lower?

Hi Leo - we hope the information below assists.

The pass mark is a tool that allows for the efficient management of points tested visa categories under the skilled migration program and is always subject to change. This is true for the current visa framework under the points test and the same rationale will apply with the introduction of SkillSelect.

The department is currently developing the legislative framework for the visa subclasses that will be introduced on 1July 2012. To be granted a points tested independent, family sponsored or state sponsored visa, it is expected the pass mark will be set at 65 points and the pass mark will apply to all occupation groups. We say expected because the pass mark may be altered and adjusted to meet the needs of the Australian Skilled Migration Program.

It is important to remember that SkillSelect will also enable you to express interest in the employer sponsored migration programs which are not points based. If you express interest in employer sponsorship, this will allow employer to search for you and contact you to discuss sponsorship opportunities. This may increase your opportunities for obtaining a skilled visa in Australia.

I am just wondering, if someone, for example,has the pass mark of 65, but the minimum pass mark of that person's occupation is 70. After a couple of months updated, that figure still remains at 70, so does it mean only people has 70 or 75 points can be invited and those who has only 65 will still have to wait?




Hi Jackie - thank you for your questions.

EOIs will be ranked according to their points score, and the date and time of EOI submission. EOIs are not ranked based on their nominated occupation.

It is better to think of the pass mark as being the threshold level required in order to receive an invitation. Invitations will be issued to the highest ranking EOIs regardless of the nominated occupation on the EOI up until the point when the occupation ceiling is reached for that occupation. When SkillSelect selects a person for invitation for the independent and family sponsored streams, it will check to see if the occupation ceiling has been reached for that person's nominated occupation. If the occupation ceiling has not been reached, this person will receive an invitation, if the occupation ceiling has been reached then they will not receive an invitation.

After each monthly invitation round for independent and family sponsored skilled migration, we will be publishing on our website the lowest scoring points test mark that has allowed EOIs to be invited for each occupation group. This will show a benchmark for what points score was required to receive an invitation in that month for your occupation group.

As SkillSelect will allow you to express interest in a number of different skilled visas, there is the opportunity to be nominated by a State or Territory government or to be contacted by an employer who may be interested in sponsoring you. EOI's can also be updated any time. If you gain more work experience or complete an additional qualification which would earn you more points, you can update your EOI to reflect this and improve your chances of receiving an invitation in the next round.


Dear Mirander,

This is my 2nd email communicating with you regarding relationship between SkillSelect Model and Business Migration.

My understanding is that this model will also be used for Business Migration program. Candidates are required to submit an EOI first, and lodge an application if invited.

My question now is: Does that means those who don'r need to be sponsored will be invited by IMMI straightaway, while those who do need to be sponsored by state government will be nominated by a state first, and then invited by IMMI??
